    As the perfect follow-up to our May employment law update, we proudly bring you the next installment of our Breakfast Briefing series.  Live and in-person at the Dusit Thani Guam Resort on Wednesday, July 13, 2022 from 8:00 a.m. to 10:00 a.m., Guam Department of Labor will present an overview of key compliance issues that all Guam employers need to be aware of. Led by none other than Greg Massey, Alien Labor Processing & Certification Division (ALPCD) Administrator and Acting WHD Administrator, along with two key members of his team, Dorinda Meno, ED Supervisor, and Thea Juaneza, Labor Law Enforcement Specialist III, this important Guam DOL briefing will include a preview of new processes and regulations that may soon take effect. Some of the topics to be discussed include:

    Greg Massey
    Guam Department of Labor
    Administrator - Alien Labor Processing & Certification and Acting Wage and Hour Division Administrator 


    Greg Massey started with the Guam Department of Labor in 1990 as an entry level Case Manager handling Temporary and Permanent Labor Certifications for foreign workers employed in Guam. In 2000 he moved to Honolulu Hawaii and worked at the Hawaii Department of Labor in the Unemployment Insurance Division until 2006. Greg re-located back to Guam in late 2006 to take over as the Administrator of the Alien Labor Processing & Certification Division (ALPCD), a position which he holds today.

    As the ALPCD Administrator, Mr. Massey oversees the processing and adjudication of Temporary Labor Certifications related to H-2B workers petitions for Guam. He also oversees investigation and enforcement of H-2B program provisions as well as participates in the enforcement of other labor laws of Guam. His current duties also include managing the GDOL’s Wage & Hour Division and assisting the Director of Labor with the review and updating of the Department’s legislative and regulatory mandates as well as playing a pivotal role in the recent Pandemic Unemployment Assistance (PUA) program.

    Mr. Massey is a recognized subject matter expert on the Guam H-2B workers process and has a strong grasp of most facets of immigration and labor law.


    Dorinda R. Meno 
    Guam Department of Labor
    Employment Development Supervisor - Alien Labor Processing & Certification 

    Dorinda Meno began with the Guam Department of Labor in 1995 as an Advisor to the Gutierrez administration on Temporary Labor Certifications for foreign workers employed in Guam. Later that year, Ms. Meno developed an interest in the processing of the labor certification applications, and accepted a position as a case worker in the Alien Labor Processing & Certification Division (ALPCD).

    Over 25 years later, Ms. Meno now supervises the processing and adjudication of Temporary Labor Certifications related to H-2B workers petitions for Guam. She interprets and disseminates information to employers (and/or agents) relative to local and federal laws and regulations guiding the issuance of a temporary labor certification. Her duties include coordinating with staff from other divisions within GDOL to federal agencies such as the USCIS District Office, Office of the Attorney General, Guam Contractor's Licensing Board and other federal and local governmental agencies to ensure that the employer is in compliance with all requirements before submitting a formal recommendation on the application. Additionally, she supervises, evaluates and trains lower-level staff on program requirements and implementation.

    Ms. Meno is a recognized subject matter expert on the Guam H-2B worker program.


    Thea D. Juaneza 
    Guam Department of Labor
    Employment Development Supervisor - Labor Law Enforcement Specialist III - Wage & Hour Division 

    Thea Juaneza began her career with the Guam Department of Labor in 2016 as a case manager, under the American Job Center. Her duties included assisting clients, from teens to senior citizens, secure subsidized employment. Three years later, Thea transitioned to labor compliance, with the Wage and Hour Division in 2019.

    She obtained her bachelor’s degree in Business Administration, with a concentration in Human Resource Management, from the University of Guam in 2015. In her current capacity as the lead investigator with the Wage and Hour Division, she enforces the Fair Labor Standards Act and Child Labor Laws. This includes addressing complex wage violations by conducting routine audits and investigations that often result in significant back wages to employees. Through the COVID-19 emergency declaration, Thea lead and monitored the fraud division with the Pandemic Unemployment Assistance (PUA) Program, and worked closely with local and federal authorities for prosecution.

    With her education and past employment with various industries on Guam as an undergraduate student, Thea developed a strong rapport in handling Wage and Hour issues with both employers and employees.

    She currently resides in the village of Agat and is the mother of an 18-month shitzu-poodle named Jedi Severus Blas.
